Years ago, I took it upon myself as a challenge to learn HTML in order to create my very first website. It looked something like this: What a website would of looked like in the 1990s

Most would agree that compared to today, what you see on your right is not that fancy or attractive but that is what was considered a good site at one point in time. Sure, if you were a fancy graphic designer, you could do something that would look a little bit more professional however no matter what, if you wanted something to look good on the web it took the skills of a web developer.
